From 1960 until now, Taiwan's economic had developed swiftly. The modernize phenomenon of the city is continuously growing. During the processing of the fast grow modernization and urbanization. But our community organization's constructions are not developed effectively. The communities in the major cities, most of the residents were from different places. Neighborhoods don't contact with each other and deficiency of bring up the community residents mutual concern about their communities affairs, problems and effectively operates in the communities organizations. Plus the most of substantial environment in the communities were quality imperfection that made cities' communities residents became selfish and careless about their neighborhoods. In the villages, decline of the agriculture, industries, and

Losing populations cause the traditional communities organization's became to lost its character and replace by the governments organization. Such as the Community Development Association. Most of its capabilities were restrain by the government and difficult to cohesion the communities. Furthermore, most of the natural landscapes were destroyed and the characteristics of the traditional friendliness were losing gradually and that influent village resident's original community senses and agreements were being disentangled.

Cultural construction association had noticed the problems. In the recent years, they strongly set「Community total rebuild」project into action. Hopping to reunites the sense of the communities. Generally, this community total rebuild plans were focusing in each community's own characteristics and resources. We studied and discussed all the software and hardware in setting it to action. Also combined its cultural, spaces, industries and resource potentials development to rebuild everyone's agreement and cherish their own communities. To set up and bring out the power of the community's organization. Integrate the community industries, cultures and spaces with life. Enable to make our community to become a place full of characteristic and a vitality environment.

Taichung county, Da-Chia town had a well organized communities. Owing to the town master (Hun-fu Wu) of the Da Chia town in Taichung county and town hall personnel's efforts. Through Cultural construction association had also set「communities total rebuild planning research」 as one of their main yearly project .The major intension of this research is to confirming and finding Da-Chia town communities' characteristics and resources from all directions. Then point out the planning structure, possible administrating strategies with plans and assisting the beginning process of the demonstration activities.

Local authorities and people or organizations can use each rebuild project and idea of this planning research for the further process of the community total rebuild.

The working range and intensions

 Motivation is the guideline of the communities total rebuild plans. The purpose of this project is to planning out the suitable community's characteristics. To bring out community's particular resource potential's software and hardware development motivation strategies and projects. To be the conduct of organizing the community's lands, views, people, cultures, industries and all public or private resources. Be able to develop the special potentials of the communities and coherent community's mutual sense as the final intension.

Therefore, the motivation of the strategies and project's plans were base on the understanding of the community's resource characteristics. Before entirely realize communities research on the human cultures, industries, spaces, community organizations and all characters. If the projects are process

without knowing and understands it. There are possibilities of wasting the society and public wealth. In the main time, the enthusiasm on participating in the communities total rebuilds will be less. That will become the barrier on processing the community rebuild in the future. Therefore, during the community rebuilds, fully control of the project research, characteristics and resources to be the priority work. Secondly many people don't understand community rebuild plans mentioned by the Cultural Construction Association. Such as the processing details, plans, procedures and etc. This kind of uncertainty reflects the importance knowing the community total rebuild area's condition and characteristics.. When others engaged in the similar job of the community total rebuild planning, they mostly begin their planning design process by choosing a specific item to start with. Even enforce the projects directly and focusing on the cultural skills season, cultural museum and street beautifying and etc.

Therefore, most of their planning on the community characteristic and resource can only be analyzing orally. Then focus the projects and related resource items under their productions without researching. However, regards to our projects Da-Chia's communities had extensive lands, numerous population, long history and plentiful of resources. Our project team had already control part of the basic information but still not enough to motivate the strategies and the projects properly. So far, under the conditions for Da-Chia town not having any blue print on community total rebuild planning to be considerate in. Our project team thinks if we advice any community rebuild plans recklessly during administration.

It will not just helpless to the community rebuild processing and will also depletion of the local people's enthusiasm and participation. Probably it will become the problems of pushing it in the future. So it will be the priority plan to set research on totally controlling on Da-Chia communities' characteristic and resource. Focusing on the communities resource characteristics and studies community totally rebuild generally to be our major points of the research. In another words, making sure of understands communities' resource characteristic, studying strategy and plans motivations will be the 2 major subjects in this project: 

 Analyze and understand where the characteristic and resource are, in the communities of Da-Chia town are from all directions.

 Plan generally then estimate the possible strategies and project motivations

of Da-Chia town's communities total rebuild.

 In this section, project team will divide Da-Chia town's historical culture, population, industries and space development into three major directions. Such as collecting, organizing and analyzing. Using the community's organization and administrative systems that Da-Chia town already had. Enable to understand and analysis it. Confirming Da-Chia community characteristics and potential resources. Our research will distinguish into 5 classifications from the natural environments, city, tribe, local industries, historical culture, religious, custom, people and communities resources.

In this section, the method of the research is to analyze and organize all historical files. Then cooperate with the local authorities on interviews and the investigations of the farmlands. Enable to have more vivid and substantial information from our analyzing. For a better understanding, this section will use maps and tables with words to represent our projects.

Strategy motivations and project research of Da-Chia town's community total rebuild

 The major purpose and contents of this section were focusing on the analysis from the last section. Draft out and elaborate every possible potential resources and characteristics from Da-Chia's communities. Gathering the community's senses on the rebuild's strategies and each useful strategy its method's motivation. In the main time, we'll process strategy motivation and project's possibilities. We'll also estimate on anticipate the expect consequence and related participation condition. To confirm all projects are in process perfectly.

Owing to the possibilities on involving many project strategies. Base on the understanding the sense of the communities total rebuild we think each strategy we bring out should focus on encouraging communities' identifications. Our 6 main motivate directions were higher standard of the living space, develop landscape resources, industrial, culture resources, culture resources industrialize.

Then meditate out some slogans and topics for the name of our motivations. On the other side, during conceiving on the each category of possible strategies in the resource developments. This research will advice using resource protection (Good present condition one), resource improvement (Bad present condition one), re-symbolize the resources (the disappeared historical resources), reorganize the resources creatively, and improvement of the resource developing environment. 5 different ways to bring out the directions of the possible resources potential to conceive and build structure of every other possible strategies. Due to this section's plans, its not just going to be base on the last sections' analyzing. We have to be more creative. Therefore we'll discuss on our ideas and to participate with the related local authorities, to proceed meetings and symposium repeatedly. Gather thoughts from every direction. For researches and studies to set the probable project motivations.

Furthermore, regarding to the timing in this plans. Owing to the creative encouragement on all categories of the strategy ideas. Usually are not comes from the impersonal analyze and inference of the information. For this reason, in this section should collecting strategy and the project's idea starts before the first section is finished. That's why we starts all our researches and studies on the strategy motivations and projects in the beginning of this plans as this project's major intension. To understand all present characteristic and the problems of Da-Chia town assisting the communities to be fully realize and point out their characteristic systematically. Secondly, we are using the ideas of the community resource center to analyze the present communities resource conditions in its development potential from all sides and we'll be real careful on the participating and the related problems when operates the potential resource development. Because of we fully understand all the problems of the communities from the each sides and the knowledge of its resources products.
Therefore we are able to submit various possible ways of the strategies in the feature community plan rebuild of Da-Chia town. All capable strategies were established and suggested in priority orders. Generally the major purpose of the whole planning is to make the local government, community organization and the local authorities to be able to have the whole control and knowledge with feature when the communities rebuild strategy's processing. We believe this is the proper meaning of the communities general rebuild "General planning".
