The Progress of History

Before The Han people immigrate to Da-chai Town, was the village of the Pei-pu tribe.
The territory of the Taokas tribe. The name Taokas was given by the Holland people. The name Da-chia was came from its sound and been using it until now.
Da-chia areas from developed until now, had been through several times of changes. In 1661 (Yung-Li years 15 on Ming dynasty), general Cheng-Kung Zheng expelled the Holland people and established two counties named Tian-Hsin and Wan-Nian. Da-Chia town is belonging to Tian-Hsin county; Tie-Zhan mountain is the important area of development in Ming dynasty during Zheng period. In 1684(Kang-His years 23 on Ching dynasty) the Ching dynasty retrieve Taiwan to be their own territory and established three counties named Taiwan Feng-Shan, Chu-Luo. Da-Chia town was belonging to Chu-Luo county. In 1723(Yung-Chen year 1 on Ching dynasty) to establish new Chang-Hwa county and two government agencies named Dan-Shui and Peng-Ho, Da-Chia town was changed to Dan-Chui government agency. In 1816 (Chia-Chin years 21 on Ching dynasty). The Lu-Kung moved to Da-Chia town and called Da-Chia " street". In 1922, Da-Chia was called "Zhuang" when Japan ruled Taiwan and belonged to Da-Chia street, governed 21 sections. After Taiwan recovery, it changed to Da-Chia village of Da-Chia district in Taichung county in 1945. In 1950, it changed to Da-Chia town in Taichung county and established 28 villages. The district of Da-Chia is almost certainty. In 1970, the population of Chuang-Mei Li was increased quickly; it separated from two villages to Hsin-Mei and Chuang-Mei. Presently, it became the 29th villages in Da-Chia town.

The District and Natural Environment

[ The geographical Position ]

Da-Chia town located in the central Taiwan along the coast area. Da-Chia town was the important area of central coast, which belonged to northwest of Taichung county and downstream of north coast in Da-Chia river with Wai-Pu county in the eastern. It face to Taiwan straits and Da-En county in the western; Da-Chia river and Chin-Shui town is the border in the southern with the Yuan-Li village in Miao-Li county in the northern. The longest length is 8.34 kilometers in the north south; the total area is 58.4934 kilometers. The Da-En river and Da-Chia river is flow through southern and central part in Da-Chia town.

[ Topography ]

Da-C hia town is in the northern part on the western coast champaign in Taiwan, which is located on Da-Chia river's fan shaped champaign with the Miao-Li mounds in the southern. Except the mounds around Tie-Zhan mountain. It was all delta champaigns. It slopes from west to east. There are Tie-Zhan mountain and Huo-Yan mountain in the eastern and northeastern. The altitude is 220 meter.

[ The geology and soil ]

The soil in Da-Chia town can separate into two series. The one is present sediment lever along the coast combined with the grit and clay and the other is the Taichung flat around Tie-Zhan mountain and belongs to red soil.

[ Climate ]

Da- Chia town is along the coast of in central Taiwan. It had the semi-tropic monsoon climate. The average temperature of the year is around 24 degrees Celsius, the rainfall was effected by the monsoon and terrain. It's different weather every season. The sunshine is strong in summer, mostly thunder and rain. From May to August were raining season. It's drier in winter. The average rainfall of the year is 1,400 millimeters and the raining days of year were about 90 days. In the winter blew northeast monsoon and blew southwest monsoon in the summer. The wind blew stronger cause its nearby the ocean side.

The Growing of The Population and Changes

The population of Da-Chia town in 1982 had 66,399 people. In 1993 were 76,069 people. Population were increased stably, expect in 1985 the increase will be in between 1.0~2.0. The average growth were in 1.26% in our county were consider as a media growth area. Due to the earlier development of our town and the champaign located in the south bank of the Da-Chia river. It helped each village and town of Da-Chia river's north bank. Highly on their business, merchandise markets and the central of the nearby areas. The expansion of the city were expanded gradually to a limit, the population grow stably. Even though the population had overflow, but the total population still in a stable increase. (Figure 2) In the moving of the population, the percentages of moving population in Da-Chia town during the passing years were heavily decrease in 1985 to 1986, other years population were less moving out and the situation were more stable. The moving population in 1982 to 1992 were average of 0.29%, it's one of the most stable population village.

[ The Distribution of The Population ]

Inside of the Da-Chia town had 29 villages and 380 neighbors. According to the statistics information of 1994, registered households were 16,944 families, total population of 76,285 people. The average density of the population was 1,304 people in each square kilometers. The clear population statistics of the each villages in Da-Chia town can be found in ( Figure 2).

[ The Structures of The Population ]

The 3 sections of our town's organizations were compared with the years 1982, 1987 and 1992 using the age structures to react the qualities of the population, the economic vitalities of the society and the major indications of the future population development. From (Figure 3) you can see the population from the age 0~14 were decreasing yearly. From 32.90% in 1982 dropped to 29.5% in 1992, but compared with the other villages were still higher. As you can see there were more younger age population which carries the potential of future developments. The elderly populations increasing from 4.6% raised to 6.1%. Even had the aging problems but compared with other villages, it's labor abilities were still insufficient.

[ The Expectation of The Population ]

Town is the secondly center of the north Da-Chia riverbank, in the geographical location had it's development conditions. With the population structure had it's potential in the future developments. Therefore the decreasing of population will be cut down gradually and will increase stably. Our projects were using the method of the generation substance for our prediction. Focusing the influence for the natural population increase and the moving out population. To predict the future population on this town in the years 2008 will reach 81,400 people ( Figure 4). The yearly growth will be 6.3%.

Analysis of The Economics and Industries

[ Industrial developments ]

  1. The Farming Industries and The Animal Husbandry

    2. The total households of their town in 1994 were 16,944 families, total population of 76,285 people. Among them were 4,846 farm families, occupied 28.78%. Farming Industry population was 11,105 people occupied 14.62%. Farming areas were 3,442 hectares. Among them were 54.5 hectares dry farmlands, the rest were double use farmlands. The major agriculture were paddy rice, about 2,900 hectares, taros 207 hectares, green onions 99 hectares and watermelons 75 hectares. Presently Da-Chia town's farmer's association had producing and marking classes, includes watermelons, balsam pears, green onions, taros, orchids and ordinary flowers. The total participants in mutual market were 124 people.
  2. Industries

    3. The industrial population in this town were 41~47% of all occupations.
    Among they manufacturing were the major industry. In the town had established Zu-Nan, Yu-She Industries Park. According total 1993's statistics information had 774 factories. The most factories were the leather bay industries, occupied 223 factories. The next were the mechanical metal and plastic products industries. Especially the Giant industrial company. It had the most famous brain in the east south Asia of manufacturing bicycle and Yuan-Chia Medicine Company, which is the well-known medical factory domestically. The rest were partial manufactures factories and mostly were small families managed industries.
  3. Commercial and Service Business

    4. The population of the third grade industries in this town was occupied around 27%. In which commercial occupied the total occupation population of 8.30%. There were 412 companies, most of them were small retail business. Bigger super market were Wen-Wu, Chao-Lin, Chang-Hun, San-How and Da-Chia town hall employees shop.

[ Analysis of Industries scale ]

Mostly were mobile venders in the town now, it's not just marred the appearance of the city; it also obstructed the development of the business and traffics. In the service business side, public administrative personal and society service occupied 18% of the total occupation population. In the financial and insurance services, now Da-Chia town had 4 post office branches and a  Da-Chia town farming association.

[ Analysis of the industries levels ]

Looking from the history of the job population. The analysis of the each industry individually of the changes in first grade industrial structures in Taiwan province and Da-Chia town are below:

  1. First Grade Industry
    2. In 1993, the first grade industrial population of Da-Chia town was 9,893 people occupied the total job population 26.82%. And Taiwan Province first grade industrial population were 23.94% of the total job population in the province. As you can see in 1993, the first grade industrial population of Da-Chia town were more than Taiwan Province. (Figure 5)
  2. Second Grade Industry
    3. In 1993, the second grade industrial population of Da-Chia town were 16,320 people occupied 44.23% of the total job population. And the second grade industrial population of the Taiwan Province were 36.4% of the total provincial job population .As you can see, in 1993 the second grade industrial of this town will be more than Taiwan Province ( Figure 6).
  3. Third Grade Industry
    4. In 1993, the third grade industrial population of Da-Chia town was 10,675 people occupied 28.95% of the total job population. And the third grade industrial population of the Taiwan Province were 39.82% of the total province job population. In 1993 the third grade industrial of this town was less than Taiwan Province. From (Figure 7) you can see the third grade industries were gradually developed.
  4. General Industries
    5. Looking through the general industries in 1993, each industry of Da-Chia town (Figure 8), in which the manufactures investor's were 14,405 people. Occupied the total job population and its first place of all jobs.
    Secondly was the fishery, 9,893 people. Occupied 26.82% of the total job population. Then public administration, society services, and personal business were 6,226 people, occupied 16.89% of the total job population. The forth were the commercials, 3,068 people. Occupied 8.32% of the total job population. Looking from it's increasing tendency. In between 1989 and 1993, the mine and quarrying industries had the highest growth among the 9 major industries. The growth during 5 years was up to 425.45%. According to the construction business, it's growth were 63.87% their PG&E business public administration society services and personal business. It's growth were 45.22% and 21.72%. The decrease grow industries from the 9 major industries were farming, manufacturing, transporting, storage and Tel communication business. According to the growth of all industries, the industries had the most development potential in future were mine, quarrying, construction, PG&E, public administration and personal business. As you can see, the third grade industries of the Da-Chia town were developing gradually.

Idea and project of the development

Da-Chia town in the city center for the central Taiwan were northern life circle of Taichung Harbor area. Due to the life circle areas appeared long narrow direction made Da-Chia and nearby villages self formed a local life circle. The surrounding villages were used Da-Chia as a major commute center. It made Da-Chia in providing each category of public facility more diversification. In the aspect of the economics and industries. Co-operate with farm lands use to carry out general planning. The Ding-Dian , Chiang-Nan, Der-Hwa these 3 Li's as the planting area for taros. Wen-Chu and Wu-Lin 2 Lin as the planting area vegetables. Shin-Fu and Da-Bai Lis as the specialized field areas for paddy rice. Set up mode , parley area for producing flowers in inner Shin-Fu and Wu-Chu Lis. The allocate animal husbandry to the fragmentary area of our town . As to blue print of our town's targets for farming development plan. Also develop to traditional commercial streets nearby the Chen-Lan temple. To rebuild Shui-Wai river and cultural parks. Setting up traditional skill center and enforce city design to build Da-Chia town as a cultural town . Furthermore for marketing more well. Service systems of the whole town should adopt theory of "Growing Center". Choose Shi-Chi Li as the emphasis development area in a short times. It have priority in strengthen plans and public development. For making future Da-Chia town have a better development the ideas of major developments were studied from economics , traffics be use of lands and public facilities development. To cooperate with to above mentioned developing directions. Further planning of the major developing ideas and project contents were stated as below:

  • Adjust the types of farming management, improve the life environment of rural villages
    1. To strengthen carry out the rural villages using general planning. Besides strengthen carry out the rural using general planning of their town, set and improve reorganized of the rural lands. Water conserver facilities, production facilities and marketing process facilities into action actively . It should strengthen the function of farmer's organizations , such as farmer's association and water conserver association. To prove the natural manage organization which use farmers association as a center. Expanding farm operating field. Improve production skills exchange and improve faming economics to increase farmers income.

    2. Strangthen planning modernize rural village communities Shi-Chi Li, include the uses of lands, industrial touring and rest area. River path, irrigations, improve rural residence. Sanitation of the residence, communities environment.
      Develop and estimate fund regularly and distinctly. In the same time, substantial rural village cultural facilities fulfill the policy of arts to villages and develop out
      the traditional cultural activity environment of each country's characteristics. Also strengthen in setting up the farmer classes to combined village culture and village industries. Enable to increase farmer's incomes and establish modernize rural villages


    3. Develop local specialties
      According to the natural environmental condition and the present status of the
      agriculture of the town. Choose repetitive agricultures.     The city system belong to the center of city and town. Therefore in it's service range of the commerce were include southern villages or rural residence. Consequently, it should establish shopping center to service the nearby villages

  • There were 3 markets in this town presently , the third retail market is closed
    for a while. It is under remodeling now. It should use the method of multi-objective use, remodel new business circle and in the direction of multi-business use. It combine shopping , culture, entertaining , foods, medical treatments , conference and display all facilities together. Manage it in the method of modernize business. Then reorganize the old markets and strengthen in consoling and managing the nearby venders to correct the orders of business management only.
  • Besides the large Yuan-Shin sports park of Tie-Zhan mountain in this town and other smaller parks. There were no other large parks and it should speed up to develop the park area of the urban project and strengthen the general plans of Yuan-Shin sports part. Educational Culture

  • Apply the present hardware facilities of all elementary and every communities activity center. Increasing public kindergarten and museums. Enable to provide the demand for the middle and low income resident kids
  • Continuously strengthen improving each category of soft and hardware facilities in every schools and cut down famous schools problems. To be ready for the future population tendency and the target of the educational development and establish a middle school in the mid tern(2001~2001)

      4. The project details in the short term were maintain and protecting the surrounding environments, maintenance and beautifying the ancient objects. The project details in the mid term were verifying and replacing the lost or the forgotten histories.

Society Welfare
